Mark M. Kabirizi is a public investment expert, development planner, and researcher with extensive experience in policy formulation, project appraisal, and national development planning in Uganda. He currently serves as a Senior Planner for Public-Private Partnerships and Contract Negotiation at the National Planning Authority, where he leads investment planning, feasibility analysis, and the appraisal of public sector projects to ensure alignment with national and regional development frameworks. His work also includes reviewing government loan proposals, structuring high-impact projects, and supporting the implementation of Uganda's National Development Plans.

Mark is a certified PPP professional (CP3P), with advanced training in Sustainable Development Planning from the African Institute for Economic Development and Planning (IDEP). He brings strong expertise in investment appraisal, risk analysis, and public-private partnerships, with a track record of contributing to large-scale, high-multiplier projects that drive economic transformation.
