Isaac Rugamba is a development finance professional with close to a decade of experience working at the intersection of public policy, sustainable finance, and resource mobilization in Rwanda's development ecosystem. He currently serves as Manager for Resource Mobilization and Financial Institutions Relations at the Development Bank of Rwanda (BRD), where he leads the design and execution of innovative financing solutions aimed at addressing critical national development priorities. His work has included structuring BRD's flagship climate finance facility, Ireme Invest, and contributing to the design of the Bank's first Sustainability-Linked Bond, a pioneering instrument issued by a national development bank.

Previously, Isaac worked at Rwanda's Ministry of Finance and Economic Planning, supporting external resource mobilization strategy and large infrastructure financing initiatives, and later as a Senior Analyst at Vanguard Economics, advising financial institutions and development partners on research and policy. He also serves on the boards of Ultimate Forests Company Ltd and Vanguard Economics Foundation. Isaac holds an MSc in Public Policy, Finance and Management from SOAS University of London and a Bachelor's degree in Social Sciences from the University of Cape Town, and brings strong expertise in financial analysis, corporate finance, and sustainable investment frameworks.
